ARRA-EECBG Tracking

Current information for Humboldt local government ARRA fund recipients.

Reminder: Work on EECBG projects cannot commence until a finalized sub-agreement is obtained with the County of Humboldt.

November 10, 2010:

  • The County of Humboldt is still awaiting a Grant Agreement from the CEC. Once they receive the agreement, the County will issue sub-grantee agreements for each jurisdiction. No estimates are being provided at this time given the number of dates already missed, but everyone is urged to be prepared to move quickly when the agreement finally arrives.
  • According to a memo from County staff, "In preparation for beginning your project and meeting the CEC/ARRA grant requirements I have been notified that the CEC requires that you provide prevailing wage determinations and waste management plans for your project(s).  The CEC has provided the attached documents to assist you in completing these requirements. It is my understanding that having these documents completed at the time of contract execution will expedite the reimbursement process and notices to proceed with installation." The CEC documents are included here for reference; please work with the County to ensure that you have the most recent version prior to submittal. 

September 9, 2010:

  • The County of Humboldt is still awaiting the final agreement from the CEC. As of today, the last guidance from the County on 6/3/10 still stands: "Unfortunately, we are unable to finalize the sub-agreements and allow commencement of work on any projects until we receive for our final agreement from the CA Energy Commission (CEC)."
  • RCEA compiled an informal quick reference guide to summarize topics such as prevailing wage, Buy American, and procurement. Always refer to the official ARRA documents for the complete, definitive information on a particular topic.

August 2, 2010:

  • The CEC issued several documents relating to EECBG projects. Document links are provided here, and are also available at the CEC EECBG website:
  • EECBG RECIPIENT REFERENCE GUIDE [PDF 242KB]: The Energy Commission has developed an easy-to-read reference guide to assist Energy Efficiency and Conservation Block Grant (EECBG) recipients in complying with the Department of Energy (DOE) requirements of their funding awards. The reference guide provides information on topics ranging from Accounting & Record keeping to Waste Management Plans.  Questions regarding the guide should be directed to your assigned Commission Project Manager (to be determined).
  • DOE GUIDANCE ON PROCUREMENT STANDARDS FOR EECBG PROGRAM [PDF 188KB]: The Energy Commission recently received new guidance from U.S. Department of Energy (DOE) (DOE Guidance) that clarifies the agency's position on the permissible use of noncompetitive procurement by local jurisdictions receiving funding under the EECBG Program. Details are included in the new EECBG Recipient Reference Guide noted above. As a reminder, the Energy Commission can assist small cities and counties with technical bid specifications and/or proposal reviews.   • MONTHLY PROGRESS REPORT TEMPLATE [MS Word 53KB]: This progress report template is required in addition to the Federal Office of Management and Budgets (OMB) 1512 reporting spreadsheet. Both the monthly progress reports and the OMB 1512 reporting spreadsheet are due by the 3rd day of each month from agreement execution until the project is complete.

July 21, 2010:

June 3, 2010:

  • The County of Humboldt made available a Sub-Grantee Agreement template for projects included in the North Coast EECBG Grant Agreement. The County also provided guidance on scheduling, "Unfortunately, we are unable to finalize the sub-agreements and allow commencement of work on any projects until we receive for our final agreement from the CA Energy Commission (CEC). We anticipate receiving this document within 3 weeks.  I apologize for any inconvenience this delay has caused. "
  • The CEC is holding a workshop Monday, June 7 on the federal and state requirements for the EECBG program. Web-cast options are available.  Visit http://www.energy.ca.gov/recovery/blockgrant.html

    "Representatives from the United States Department of Energy (DOE) and staff from the California Energy Commission will conduct a workshop to discuss federal and California requirements that apply to the Energy Efficiency and Conservation Block Grant (EECBG) Program for small jurisdictions, funded by the American Recovery and Reinvestment Act of 2009 (ARRA)."
