The Redwood Coast Energy Authority will respond to all questions and/or complaints within five working days. Complaints will be recorded in writing and handled by the RCEA Executive Director.
If a customer has a question, concern or dispute that relates to CPUC statewide program policies, rules or procedures, a program representative will evaluate the issue and seek to resolve the dispute consistent with program rules, policies and procedures.
Complaints that involve another energy efficiency provider (e.g. a complaint related to a non-RCEA energy efficiency program) will be handled by PG&E.
Complaints that involve RCEA activities that require resolution will be discussed by all involved parties in order to identify a mutually agreeable solution and an acceptable timeframe for resolution. If parties cannot agree on a solution and/or an acceptable timeframe, the dispute will be handled by an independent dispute mediation firm within 30 days of the failure to agree.
If a customer has a dispute relating to work performed by a licensed contractor, the program will refer the customer to the Contractor State Licensing Board. If a customer has a dispute relating to work performed by a non-licensed contractor, the program will recommend that the customer work directly with the contractor to resolve the dispute.
When you file a formal complaint with RCEA, please be prepared to provide the following information. This information will be used only for the complaint resolution process.
